Structured RTN data and explicit RAP API versioning

The RAP API now accepts trust-signal data in a typed RTN structure, replacing the free-form additional data field. Submission happens asynchronously, so transaction latency is unaffected. RTN is live today and carrying production traffic.

The API also now carries explicit versioning. If you are already integrated with the RAP API, no work is required on your side to pick up RTN or the remaining RAP capabilities as they roll out. Public documentation has been updated.
