Retry timing now follows where decline rates are heading

A new version of the recovery-likelihood model is now in production. Alongside its usual signals, it is given a forecast of where each decline reason's recovery rate is heading, so a retry decision reflects current and expected behaviour rather than a static historical average. Nothing changes in your integration.
